しかし複数の観測筋が語ったところによれば、一見、USTRはこれらの章のなかでも最もデリケートな分野以外の全分野で合意に達することを希望しているよ うにみえるものの、完全に行き詰っている事項については、その後、主席交渉官らによる解決が必要になるということを意味しているようだ。 最終的に、最大の難関であるいくつかの問題については、より高度な政治レベルで検討される必要が出てくるかもしれない。
7月2～10日のサン・ディエゴ全体会合でUSTRが決着できるかもしれない、最もデリケートな分野以外の分野とは、衛生植物検疫（SRS）、貿易の技術的障害（TBT）、規制制度間整合性、関税、競争、事業手続き等の円滑化等であると、情報筋は語った。

USTRが来週サン・ディエゴにて、国有企業に関する条文（SOE）の見直し案を交渉テーブルに乗せるかもしれないことは、早いうちから示されている。ま た、ある民間セクターの関係者は、交渉担当官たちがサン・ディエゴで、どのSOE条文がTPPの規則の対象になるか協議されることを期待していると話し た。SOE条文に関する協議は7月7～9日に行われる予定であると別の情報筋は語った。
全体としては、7月2日の利害関係者会合で交渉の幕があがる。この会合では、民間セクターグループからの意見表明があり、利害関係者が交渉担当者と情報交 換できるブースももうけられている。今回は異なる利害関係団体の要求を反映し、どちらの選択肢も可能となる初めてのラウンドになるだろう。
USTRは、特に議会の議員や市民社会グループから、会合の透明性を高めるよう圧力が増していることを受け、透明性の問題は慎重に扱っているよう だ。131名もの民主党議員が現在、交渉の方向性に関するより多くの詳細を公表するようUSTRに要求している。
7月2日の利害関係者の催しの後、米国TPP主席交渉官を務めるバーバラ・ウィーゼルUSTR代表補は、アメリカ協会（Institute of the Americas）が主催する7月3日（火）のTPP関連イベントで話をする予定である。
ある情報筋によると、TPPの「労働」の章の交渉は7月2日から6日まで開催される予定。米国は、労働者の権利義務は紛争処理のための措置のもとで完全な 強制力を持つよう提案しており、他の交渉国から強い抵抗にあっている。また、米国が完全な法的拘束を主張しTPPの他の交渉国から抵抗を受けている「環 境」の章の話し合いは7月6日から4日間継続する見込みだ。
繊維と衣料品市場へのアクセス分野の協議は7月6日に始まる予定である。これも厳しい交渉分野となるが、繊維・衣料品担当のUSTR補ゲイル・ストリック ラーは今月（6月）初旬、TPP交渉参加国の主要2カ国であるベトナムとマレーシアへとび、この問題について協議をおこなっている。

As countries participating in the Trans-Pacific Partnership (TPP) talks get read y to kick off the 13th round of talks in San Diego early next week, officials in the Office of the U.S. Trade Representative have informally expressed the hope they will be able to essentially close out work in as many as 10 to 12 TPP chapters, sources said.
However, some observers said this likely means that USTR hopes to reach agreements in all but the most sensitive areas within those chapters, but that the real sticking points will have to then be tackled by chief negotiators. Ultimately, the toughest issues may have to be considered at an even higher political level.
Areas where USTR may be able to close out all but the most sensitive issues during the July 2-10 San Diego round include sanitary and phytosanitary (SPS) measures, technical barriers to trade (TBT), regulatory coherence, customs, competition, and business facilitation, sources said.
Unlike the last TPP round, which was held in Dallas in May, USTR Ron Kirk will not attend the San Diego round, according to a USTR spokeswoman. Deputy USTR Demetrios Marantis will also not attend, she said.
TPP partners invited Mexico and Canada to join the talks last week, but they will not participate in the round next week, not even as observers. As of today, USTR still had not formally notified Congress that these two countries will join the talks, and the delay has raised confusion among U.S. business representatives.
But one informed source downplayed the delay as being due to logistical issues, and pointed out that in order to send the formal notification to Congress, USTR has to get clearances from a number of places in the
administration.
In the meantime, Canada's parliament has not yet passed C-11, its copyright modernization act, but the upper house is expected to do so in the near term. Passage of this bill was seen a major step bolstering Canada's bid to join the TPP.
Concerning new negotiating proposals, USTR will once again refrain from tabling new details on its access to medicines proposal, such as the length of the so-called access window or protections for biologic drugs. This week, USTR also decided to hold off on tabling a controversial tobacco-specific proposal.
There are early indications that USTR may table revised language on state-owned enterprises (SOEs) next week in San Diego, and a private-sector source said he expects negotiators in San Diego to discuss which SOEs are covered by TPP disciplines. The session on SOEs is scheduled to take place July 7-9, another source said.
Overall, the talks will kick off with a July 2 stakeholder meeting, which will feature both presentations from private-sector groups and booths where stakeholders can interact with negotiators. This will be the first round where both options for engagement will be possible, reflecting demands of different stakeholder groups.
USTR is likely treading cautiously on the issue of transparency, especially as it has received increased pressure from members of Congress and civil society groups to make the talks more transparent. As many as 131 House Democrats are pushing USTR to publicly release more details about the direction of the talks.
After the July 2 stakeholder event, Assistant USTR Barbara Weisel, who serves as the chief U.S. TPP negotiator, will speak on Tuesday (July 3) at an event on TPP organized by the Institute of the Americas.
Negotiations on the TPP labor chapter will kick off on July 2 and will likely last until July 6, one source said. The U.S. faces strong opposition from other TPP partners on its proposal to make labor rights obligations fully enforceable under dispute settlement. Talks on the TPP environment chapter, where the U.S. is also facing
resistance from TPP partners due to its insistence on full enforceability, begin on July 6 and will likely last for four days.
Sessions on textile and apparel market access will begin on July 6. This is another tough area of the talks, and Assistant USTR for Textiles and Apparel Gail Strickler traveled to Vietnam and Malaysia earlier this month to discuss this issue with those two key TPP partners.
